The contact states list is a lookup table for major stages the contact passes through. For example, the corporate policy may require grouping contacts into sets like new contacts, contacts in progress, blacklisted contacts, favorite contacts, etc.
You can add, delete and edit items on this list as you wish in the Contact Statuses window.
